Turnkey construction in Pakistan: what it actually includes (and what it should cost you)

"Turnkey" has become one of the most misused words in Pakistani construction. Ask five contractors what it means and you'll get five different answers — some honest, some convenient. The word should mean exactly one thing: you sign one contract, with one firm, and that firm carries your project from the first sketch to the day you turn the key. Everything in between — design, approvals, structural and MEP engineering, procurement, site execution, snagging — sits under one roof, one accountable team.

That's not how most "turnkey" deals actually work. More often it's a contractor who draws a floor plan in-house, then quietly subcontracts structural design to one freelancer, electrical to another, and disappears the moment a change order is needed to fix the gap between them. You still end up doing the coordination — you just don't find out until something's already built wrong.

What a genuine turnkey scope should include

• Architectural design and municipal/development-authority approvals
• Structural and MEP (mechanical, electrical, plumbing) engineering, signed off by PEC-registered engineers
• BIM coordination across every discipline before anything is built
• A detailed bill of quantities and procurement plan — not a per-square-foot guess
• Site construction, milestone-based supervision, and quality assurance
• A formal handover: as-built drawings, warranties, and a punch-list closeout

Any firm undertaking construction or engineering work in Pakistan is expected to hold current PEC firm registration — it's worth asking to see it before you sign anything, not after.

The cost-benefit case, in plain terms

Self-build and fragmented-contractor models look cheaper on the first invoice. They rarely stay that way. Every handoff between an architect, a separately-hired structural engineer, and a contractor is a place where intent gets reinterpreted — and reinterpretation on site costs far more than coordination on screen ever does. The premium you pay for genuine turnkey delivery is really a premium for one party owning the risk of getting it wrong, instead of that risk landing back on you.

Questions worth asking before you sign

1. Is the design done in-house, or subcontracted out the moment you're not looking?
2. Is BIM used to coordinate structure, MEP and architecture before construction starts?
3. Who absorbs the cost of a delay caused by a design change — you, or them?
4. What does the payment milestone schedule actually tie to?
5. Is the firm PEC registered, and will they show you the certificate?
